Road Traffic (St. Helier) (Amendment No. 32) (Jersey) Order 2017

THE MINISTER FOR INFRASTRUCTURE, in pursuance of Articles 62, 63 and 84 of the Road Traffic (Jersey) Law 1956[1] and after consultation with the Connétable of St. Helier, orders as follows –

1        Amendment of Road Traffic (St. Helier) (Jersey) Order 1996

The Road Traffic (St. Helier) (Jersey) Order 1996[2] is amended in accordance with the following provisions of this Order.

2        Article 10 amended

In Article 10(1), in the definition “parking” –

(a)     for paragraph (ba) there is substituted the following paragraph –

“(ba)  between the hours of 9 a.m. and 10 p.m. on any day, on any road specified in Part 1A, Part 2A or Part 3 of Schedule 8;”;

(b)     for paragraph (c) there is substituted the following paragraph –

“(c)    between the hours of 10 a.m. and 5 p.m. on any day, other than a Sunday, on any road specified in Part 1C of Schedule 8;”.

3        Schedule 4 amended (prohibition of waiting)

In Schedule 4 –

(a)     in the item relating to Great Union Road, for the first 3 entries there are substituted the following entries –

“West side (between Devonshire Place and a point 1 yard south of the northern boundary of No. 71)

West side (between Rouge Bouillon and a point 21 yards north of the northern boundary of No. 79)

West side (between a point 3 yards south of the southern boundary of No. 77 and a point 2 yards north of the northern boundary of that property)

East side (between Great Union Street and a point 15 yards south of the southern boundary of No. 22)

East side (between the southern boundary of No. 22 and the southern boundary of No. 24)”;

(b)     in the item relating to Halkett Place, after the fourth entry there is inserted the following entry –

“East side (between Beresford Street and a point 15 yards north)”;

(c)     after the item relating to Mont Millais there are inserted the following item and entry –

 

“Mont Neron

West side (from its junction with Grands Vaux to a point 12 yards north)”;

(d)     in the item relating to Vallée des Vaux –

(i)      in the entry relating to the East side the words in brackets and the brackets are deleted,

(ii)      in the third entry relating to the West side for the words “20 yards south” there are substituted the words “53 yards south of the southern boundary of White Lodge”,

(ii)      after the third entry relating to the West side there are inserted the following entries –

“West side (between a point 35 yards south of the southern boundary of White Lodge and La Fredée Lane)

West side (between a point 3 yards south of the northern boundary of Willow Cottage and the Parish boundary with Trinity)”.

4        Schedule 5 amended (roads closed to through traffic)

After the item relating to Lewis Street there are inserted the following item and entry –

 

“Mulcaster Street

Fridays and Saturdays between 10 p.m. and 4 a.m.”.

5        Schedule 6 amended (pedestrian roads closing to, and restricted use by, vehicular traffic)

(1)     Schedule 6 is amended as follows.

(2)     In Part 1 –

(a)     in the item relating to Bath Street, for the words in column 2 opposite the second entry in column 1 there are substituted the words “at all times”;

(b)     after the item relating to Brook Street there are inserted the following item and entry –

 

“Charing Cross

 

(between its junction with Broad Street and its junction with Sand Street)

at all times”;

(c)     in the item relating to Halkett Street for the words in the second column there are substituted the words “at all times”.

(3)     In Part 2 the item and entry relating to Halkett Street is deleted.

(4)     In Part 3 before the item relating to La Grande Route du Mont à l’Abbé there are inserted the following item and entry –

 

“Charing Cross

 

(between its junction with Broad Street and its junction with Sand Street)

Pedal cycles”.

6        Schedule 8 amended (parking places on roads)

(1)     Schedule 8 is amended as follows.

(2)     In Part 1 –

(a)     the items and entries relating to Beresford Street, Oxford Road and York Street are deleted;

(b)     the items and entries relating to Lewis Street, Old St. John’s Road, Peirson Road, Stopford Road and Val Plaisant are deleted.

(3)     In Part 1A there are inserted the items and entries deleted from Part 1 by paragraph (2)(b) in their correct alphabetical order.

(4)     After Part 1B there is inserted the following Part –

“Part 1C

(Article 10(1))

PAYING PARKING PLACES 20 minute limit between 10 a.m. and 5 p.m. except sundays

Beresford Street

South side (between a point 30 yards west of its junction with ‘West’s Centre’ and a point 23 yards further west)

(5)     In Part 2 –

(a)     the items and entries relating to Aquila Road, Cannon Street, Clare Street, Devonshire Place, Great Union Road, Journeaux Street, Kensington Place, Savile Street, Vauxhall Street and Victoria Street are deleted;

(b)     in the entry accompanying the item relating to Cattle Street, for the figure “39” there is substituted the figure “33”;

(c)     in the item relating to Don Street the second entry is deleted;

(d)     in the item relating to Gloucester Street the third entry is deleted;

(e)     in the item relating to Halkett Place –

(i)      in the first entry for the figure “20” there is substituted the figure “26”,

(ii)      for the third entry there is substituted the following entry –

“West side (between Burrard Street and a point 26 yards north of Beresford Street)”;

(f)      after the item relating to Mont Cochon there are inserted the following item and entry –

 

“Parade, The (eastern arm)

West side (between a point 23 yards north of its junction with Union Street and a point 90 yards further north)”.

(6)     After Part 2, there is inserted the following Part –

(7)     In Part 2A –

(a)     there are inserted the items and entries deleted from Part 2 by paragraph (5)(a) in their correct alphabetical order;

(b)     after the item relating to Devonshire Place there are inserted the following item and entry –

 

“Gloucester Street

North side (between a point 39 yards east of the Parade and a point 22 yards further east)”.

(8)     In Part 3 –

(a)     in the item relating to Brighton Road there is inserted the following entry below the existing entry –

“North side (from the western boundary of No. 1 Orchard Villas for a distance of 6 yards further east)”;

(b)     in the item relating to Great Union Road, in the existing entry, for the words “South side” there are substituted the words “West side”.

(9)     In Part 3B after the item relating to Cheapside there are inserted the following item and entry –

 

“La Rue de L’Etau

West side (between a point 60 yards north of its junction of La Rue de Carteret and a point 23 yards further north)”.

(10)    In Part 6 –

(a)     the item and entry relating to Commercial Buildings are deleted;

(b)     in the item relating to Vallée des Vaux, after the existing entry there is inserted the following entry –

“West side (between a point 35 yards south of the southern boundary of White Lodge and a point 18 yards further south)”;

(c)     in the item relating to West Hill, after the existing entry there is inserted the following entry –

“East side (from the northern boundary of Halcyon House to a point 11 yards further north)”.

(11)    In Part 13 after the item relating to Mount Bingham there are inserted the following item and entry –

 

“Rue De Trachy

North side (between a point 4 yards east of the Western Boundary of ‘Fingle Glen’ and a point 7 yards east of the western boundary of ‘Milbrook House’)

7        Schedule 9 amended (Saint Helier residential and business parking zones)

(1)     Part 2 of Schedule 9 is amended as follows.

(2)     In the item relating to Clairvale Road –

(a)     for the first entry there is substituted the following entry –

“West side (between a point 12 yards south of the northern boundary of No. 68 Rouge Bouillon and a point 13 yards further south)”;

(b)     after that first entry there is inserted the following entry –

“West side (between a point 17 yards north of the southern boundary of Percy Villa and a point 13 yards further south)”.

(3)     In the item relating to Columbus Street after the existing entry there is inserted the following entry –

“West side (between Dorset Street and a point 13 yards north)”.

(4)     In the item relating to Great Union Road, after the existing entry there are inserted the following entries –

“East side (from the southern boundary of No. 22 to a point 11 yards further south)

West side (between a point 1 yard south of the southern boundary of No. 73 and a point 16 yards further north)

(5)     In the item relating to Windsor Road, for the first entry there is substituted the following entry –

8        Schedule 10 amended (parking of vehicles for loading and unloading)

In Part 1 of Schedule 10 –

(a)     in the item relating to Beresford Street there are inserted the following entries in columns 2, 3 and 4 below the existing entries –

 

“South side (between a point 8 yards west of its junction with Wests Centre and a point 45 yards further west

6 a.m. to 10 a.m. Monday to Saturday”;

(b)     in the entry in column 2 of the item relating to Cattle Street, for the figure “19” there is substituted the figure “13”;

(c)     the item and entries relating to Conway Street are deleted;

(d)     after the item and entries relating to Kensington Place there are inserted the following item and entry –

9        Schedule 11 amended (parking of motor vehicles and mopeds)

In Schedule 11 –

(a)     in the item relating to Clairvale Road there is inserted the following entry below the existing entry –

“West side (between a point 1 yard north of the northern boundary of Percy Villa and a point 6 yards further north)”;

(b)     the item and entry relating to Columbus Street are deleted;

(c)     after the item relating to Commercial Buildings there are inserted the following item and entry –

 

“Don Street

East side (between a point 18 yards north of Burrard Street and a point 14 yards further north)”;

(d)     after the item relating to Gloucester Street there are inserted the following item and entry –

 

“Great Union Road

East side (between a point 11 yards south of No. 22 and a point 4 yards further south”;

(e)     after the item relating to The Parade there are added the following item and entry –

10      Citation and commencement

This Order may be cited as the Road Traffic (St. Helier) (Amendment No. 32) (Jersey) Order 2017 and shall come into force 7 days after it is made.
