Road Traffic (St. Helier) (Amendment No. 38) (Jersey) Order 2022

1        Order amended

This Order amends the Road Traffic (St. Helier) (Jersey) Order 1996.

2        Article 2 (interpretation) amended

In Article 2 after the definition “at night” there is inserted –

“ “commercial vehicle” means a vehicle designed or manufactured solely or mainly for purposes other than those of a private household;”.

3        Schedule 1 (one-way traffic) amended

(1)     In Part 1 of Schedule 1 –

(a)     for the entry in the second column relating to the item “Ann Place” in the first column, there is substituted “Ann Street to Providence Street”;

(b)     for the 2 items starting “Broad Street” in the first column and their entries in the second column there is substituted –

 

(c)     for the item starting “Charing Cross” in the first column and its entry in the second column there is substituted –

(d)     after the item “Don Street (between Duhamel Place and Burrard Street)” in the first column and its entry in the second column there is inserted –

 

(e)     after the item “Marett Road” in the first column and its entry in the second column there is inserted –

 

(2)     In Part 3 of Schedule 1 –

(a)     before the item Green Street in the first column and its entry in the second column there is inserted –

 

(b)     after the item “Green Street” in the first column and its entry in the second column there is inserted –

 

(c)     after the item starting “Oxford Road (between L’Avenue” in the first column and its entry in the second column there is inserted –

4        Schedule 4 (prohibition of waiting) amended

In Schedule 4 –

(a)     for the item “Bath Street” in the first column and its entry in the second column there is substituted –

(b)     in the item “Hill Street” in the first column, for its 2 entries starting “North side” in the second column there is substituted –

(c)     in the item “Phillips Street” in the first column, in its entry in the second column after “North side” there is inserted “(between Bath Street and Museum Street)”;

(d)     in the item “Providence Street” in the first column, for all its entries in the second column there is substituted –

5        Schedule 5 (roads closed to through traffic) amended

In Schedule 5 there is deleted the item “Dorset Street (between Clearview Street and Val Plaisant)” in the first column and its entry in the second column.

6        Schedule 6 (pedestrian roads – closing to, and restricted use by, vehicular traffic) amended

(1)     In Part 1 of Schedule 6 –

(a)     after the item starting “Bath Street between its junction with Hilgrove Street” in the first column and its entry in the second column there is inserted –

 

(b)     in the item in the first column starting “Charing Cross” there is deleted “(between its junction with Broad Street and its junction with Sand Street)”;

(c)     after the item in the first column starting “Don Street” and its entry in the second column there is inserted –

 

(d)     after the item “Peirson Place” in the first column and its entry in the second column there is inserted –

 

(e)     after the item “Pitt Street” in the first column and its entry in the second column there is inserted –

 

(f)      after the item “Vine Street” in the first column and its entry in the second column there is inserted –

 

(2)     In Part 3 of Schedule 6 –

(a)     before the item starting “Charing Cross” in the first column and its entry in the second column there is inserted –

 

(b)     for the item starting “Charing Cross” in the first column and its entry in the second column there is substituted –

 

(c)     before the item starting “Gas Place” in the first column and its entry in the second column there is inserted –

 

(d)     after the item “Vine Street” in the first column and its entry in the second column there is inserted –

7        Schedule 8 (parking places on roads)

In Schedule 8 –

(a)     in Part 2 –

(i)      there is deleted the item “Charles Street” in the first column and its entry in the second column,

(ii)      in the item “Dumaresq Street” in the first column there is deleted in the second column –

(A)    the entry starting “North side (between a point 53 yards” and ending “Limited)”, and

(B)     the entry starting “East side” and ending “further south)”,

(iii)     after the item “Dumaresq Street” in the first column and its entries in the second column there is inserted –

 

(iv)     there is deleted the item “Hill Street” in the first column and its entry in the second column,

(v)     in the item “Phillips Street” in the first column there is deleted in the second column the entry starting “South side (between a point 60 yards” and ending “21 yards further east)”,

(vi)     there is deleted the item “Providence Street” in the first column and its entry in the second column;

(b)     in Part 15 –

(i)      there is deleted the item “Esplanade” in the first column and its entries in the second column,

(ii)      there is deleted the item “Halkett Place” in the first column and its entry in the second column.

8        Schedule 9 (Saint Helier residential and business parking zones) amended

In Part 1 of Schedule 9, under the heading “Roads and Parts of Roads Within St. Mark’s Zone” in the entry starting “Janvrin Road” for the words after “between” there is substituted “a point 10 yards north of Byron Lane and a point 10 yards south of St. Mark’s Road”.

9        Schedule 10 (parking of vehicles on roads for loading and unloading) amended

In Schedule 10 –

(a)     in Part 1 –

(i)      after the item “Aquila Road” in the first column and its entries in the second, third and fourth columns there is inserted –

(ii)      in the item “Broad Street” in the first column –

(A)    in the second column for “9” in the first entry there is substituted “24”,

(B)     in the fourth column for “5 a.m. to 6 p.m.” in the first and second entry there is substituted “7 a.m. to 11 a.m.”,

(iii)     in the item “Charing Cross” in the first column, for “5 a.m. to 6 p.m.” in the fourth column there is substituted “7 a.m. to 11 a.m.”,

(iv)     after the item “Charing Cross” in the first column and its entries in the second, third and fourth columns there is inserted –

(v)     in the item “Halkett Place” in the first column after the entries in the second, third and fourth columns there is inserted –

(vi)     there is deleted the item “Hill Street” in the first column and its entries in the second, third and fourth columns,

(vii)    there is deleted the item “Providence Street” in the first column and its entries in the second, third and fourth columns,

(viii)   in the item “York Street” in the first column, for “All times” in the fourth column there is substituted –

(b)     in Part 2, in the item “Broad Street” in the first column, for “5 a.m.” in the fourth column there is substituted “7 a.m.”.

10      Schedule 11 (parking of motor cycles and mopeds) amended

In Schedule 11 there is deleted the item “Charles Street” in the first column and its entry in the second column.

11      Citation and commencement

This Order may be cited as the Road Traffic (St. Helier) (Amendment No. 38) (Jersey) Order 2022 and comes into force on the day after the day it is made.
