ROAD TRAFFIC (SAINT HELIER) (AMENDMENT No. 11) (JERSEY) ORDER 2002

____________

 

                THE PUBLIC SERVICES COMMITTEE, in pursuance of Articles 33, 33A, 33B, 33C and 42 of the Road Traffic (Jersey) Law 1956, as amended,[1] and after consultation with the Connétable of Saint Helier, orders as follows -

 

                1.      In this Order “principal Order” means the Road Traffic (Saint Helier) Order 1996,[2] as amended.[3]

 

                2.      For Article 11(2) of the principal Order there shall be substituted the following paragraph -

 

          “(2)   Subject to Article 2(2)(a) of the Road Traffic (Disabled Persons) (Parking) (Jersey) Order 2002,[4] the maximum periods for which a vehicle may be parked at paying parking places specified in Part I, Part II or Part IIA of the Eighth Schedule shall be -

 

          (a)     Part I - twenty minutes;

 

          (b)     Part II - one hour;

 

          (c)     Part IIA - two hours.”.

 

                3.      In the Fourth Schedule to the principal Order -

 

                (a)     for the first entry in the second column opposite the item “Clarence Road” in the first column there shall be substituted the following entries -

 

“East side (between its junction with College Hill and a point opposite the northern gable of No. 11)

 

East side (between a point 15 yards south of the northern gable of No. 11 and its junction with Don Road)

 

West side (between College Hill and Chapel Lane)”;

 

                (b)     after the item and entry relating to the Close St. André (estate road) there shall be inserted the following item and entry -

 

“Clubley Estate Both Sides (between the southern boundary of No. 50 and the northern boundary of No. 66)”;

 

                (c)     for the second entry in the second column opposite the item “Commercial Buildings” in the first column there shall be substituted the following entry -

 

“North and east sides (between a point 10 yards south of the northern boundary of No. 8 and the western boundary of No. 5)”;

 

                (d)     for the third and fourth entries in the second column opposite the item “Grenville Street” in the first column there shall be substituted the following entries -

 

“East side (between a point 69 yards north of Little Green Street and a point 28 yards north of Little Green Street and Colomberie)

 

East side (between a point 113 yards north of Little Green Street and Colomberie)”;

 

                (e)     for the item and entry relating to St. Mark’s Road there shall be substituted the following entry -

 

“St. Mark’s Road

North side (between the eastern boundary of No. 46 and the parish boundary)”;

 

 

                (f)      for the entry in the second column opposite the item “Vallée des Vaux” in the first column there shall be substituted the following entries -

 

“East side (between Trinity Hill and the southern boundary of ‘Rossmore Cottage’)

 

West side (between Trinity Hill and a point 42 yards south of the southern boundary of ‘Rossmore Cottage’)

 

West side (between the southern boundary of ‘Rossmore Cottage’ and a point 20 yards south)”.

 

                4.      In Part IV of the Sixth Schedule to the principal Order, before the item and entry relating to “Westhill” there shall be inserted the following item and entry -

                                  

“La Grande Route de Mont A’Labbe

Both sides (between Clarke Avenue and Rue Fliquet)”.

 

                5.-(1)  In Part II of the Eighth Schedule to the principal Order -

 

                (a)     for the first entry in the second column opposite the item “Clarence Road” in the first column there shall be substituted the following entry -

 

“East side (between a point opposite the northern gable of No. 11 and a point 15 yards south)”;

 

                (b)     for the first entry in the second column opposite the item “Commercial Buildings” in the first column there shall be substituted the following entry -

 

“North side (between the western boundary of ‘Harbour View Apartments’ and the western boundary of No. 5)”;

 

                (c)     for the first and second entries in the second column opposite the item “Grenville Street” in the first column there shall be substituted the following entries -

 

“East side (between a point 12 yards north of its junction with Little Green Street and a point 57 yards further north)

 

East side (between a point 97 yards north of its junction with Little Green Street and a point 28 yards further north)”;

 

                (d)     for the first entry in the second column opposite the item “Hilary Street” in the first column there shall be substituted the following entry -

 

“West side (between a point 7 yards north of the northern boundary of No. 14 and a point 21 yards further north)”;

 

                (e)     the item and entry relating to Ingouville Place shall be deleted;

 

                (f)      for the second entry in the second column opposite the item “St. Aubin’s Road” in the first column there shall be substituted the following entry -

 

“South side (between the western boundary of ‘Ebbtide’ and a point 20 yards east of the western boundary of First Tower Methodist Church)”.

 

                (2)     In the Eighth Schedule to the principal Order, after Part II there shall be inserted the following Part -

 

PART IIA

 

(Article 11(2)(c))

 

Paying parking places - 2 hour limit

 

Stopford Road

North side (from its junction with Byron Road west for a distance of 31 yards)

 

 

 

South side (from the western boundary of No. 72 west for a distance of 13 yards)

 

 

 

South side (from the eastern boundary of No. 38 west for a distance of 13 yards)

 

 

Chevalier Road

East side (from its junction with Gas Place north to the northern boundary of No. 7)

 

 

 

East side (from its junction with Stopford Road south to the northern boundary of No. 41)

 

 

Oxford Road

East side (from its junction with L’Avenue et Dolmen du Pre Des Lumieres north to the northern boundary of No. 23)

 

 

 

East side (from its junction with Stopford Road south to the northern boundary of ‘Holmstill’)

 

 

 

East side (from its junction with Byron Lane south to the southern boundary of No. 61)

 

 

St. Marks Road

North side (from the western boundary of ‘St. Brieux’ east to its junction with Byron Road)

 

 

 

North side (from its junction with Oxford Road west for a distance of 17 yards)

 

 

 

North side (from its junction with Oxford Road east to the eastern Boundary of No. 34)

 

 

Janvrin Road

West side (from its junction with Stopford Road north for a distance of 22 yards)”.

 

 

                (3)     In Part III of the Eighth Schedule to the principal Order, after the item and entry relating to Roussel Street there shall be inserted the following item and entry -

 

“La Ruette Pinel

North side (between the western entrance to Surville Cemetery and the eastern entrance to Survill Cemetery)”.

 

                (4)     In Part IV of the Eighth Schedule to the principal Order -

 

                (a)     for the first entry in the second column opposite the item “Mount Bingham” in the first column there shall be substituted the following entry -

 

“North side (between a point 27 yards west of Green Street and a point 40 yards further west)”;

 

                (b)     after the item and entry relating to Upper Clarendon Road there shall be added the following item and entry -

 

“Vallée des Vaux

West side (between a point 20 yards south of the southern boundary of ‘Rossmore Cottage’ and a point 22 yards further south)”.

 

                6.      In the Eleventh Schedule to the principal Order, after the item and entry relating to Columbus Street there shall be inserted the following item and entry -

 

“Hilary Street

West side (between a point 28 yards north of the northern boundary of No. 14 and a point 13 yards further north)”;

 

                (b)     the item and entry relating to Peter Street shall be deleted.

 

                7.       This Order may be cited as the Road Traffic (Saint Helier) (Amendment No. 11) (Jersey) Order 2002 and shall come into force on 4th November 2002.
