Road Traffic (St. John) (Jersey) Order 1982

THE ENVIRONMENT AND PUBLIC SERVICES COMMITTEE, in pursuance of Articles 62 and 84 of the Road Traffic (Jersey) Law 1956 and after consultation with the Connétable of St. John, orders as follows –

PART 1

INTRODUCTORY

1        Application

This Order applies to the roads in the parish of St. John.

2        Interpretation

In this Order, unless the context otherwise requires –

“Connétable” means the Connétable of St. John;

“Motor Traffic Law” means the Motor Traffic (Jersey) Law 1935; 

“road” includes part of a road.

PART 2

TRAFFIC CIRCULATION

3        Prohibition of right-hand turns[1]

A person must not drive a vehicle so as to make a right-hand turn from a road specified in the first column of Schedule 1 into a road specified opposite that road in the second column of Schedule 1.

4        Prohibition of waiting and stopping

(1)     A vehicle must not wait on any road specified in the first and second columns of Part 1 of Schedule 2.[2]

(1A)   A vehicle must not wait on any road specified in the first and second columns of Part 2 of Schedule 2 between the hours of 8.00 a.m. and 6.00 p.m. for a period longer than that specified in relation to that road in the second column.[3]

(1B)   Paragraph (1A) does not apply to any vehicle while it is being used for fire brigade, ambulance, police or other emergency services.[4]

(2)     A vehicle must not wait on a road within 10 yards of its junction with another road.[5]

(3)     A vehicle, other than a public service vehicle of the appropriate class, must not stop on any part of a road which is authorized under Article 37 of the Motor Traffic Law as a stand for public service vehicles.[6]

(4)     A vehicle must not wait on any part of a road which has been designated as a no waiting area for the purpose of allowing access to any premises from that part of that road.[7]

(5)     The expression “waiting” in this Article does not include the stopping of a vehicle to set down or pick up passengers.

5        Driving and stationing of certain vehicles[8]

(1)     Except with the permission in writing of the Connétable of St John or on the express direction of a police officer, a person must not drive a char-à-banc on a road specified in the first and second columns of Part 1 of Schedule 3.[9]

(2)     Except with the permission in writing of the Connétable, a person must not station a char-à-banc on any road.[10]

(3)     A person must not station a cab on any road except on the express direction of a police officer.[11]

(3A)   Paragraph 3 does not apply to a taxi-cab stationed on a taxi rank (as defined in the Motor Traffic (Cabs – General) (Jersey) Order 2021).[12]

(4)     A person must not drive a vehicle, the overall width of which exceeds 6 feet 6 inches, on a road specified in the first and second columns of Part 2 of Schedule 3 unless it is –

(a)     being driven to or from any premises situated on or adjacent to that road;

(b)     a vehicle engaged in mechanical road sweeping or road gully cleaning; or

(c)     being used for fire brigade, ambulance, police or other emergency purposes.[13]

(5)     In this Article “cab” and “char-à-banc” have the same respective meanings as under the Motor Traffic Law.

6        One-way traffic[14]

A person who drives a vehicle on a road specified in the first column of Schedule 4 must drive in the direction specified in relation to that road in the second column of that Schedule.

Part 2A[15]

Parking places on roads

6A     Duration of parking on certain roads

(1)     A person must not park a vehicle on a road specified in Schedule 5 for a total period exceeding 12 hours in any continuous period of 24 hours.

(2)     In this Article, “park” means to leave a vehicle, whether attended or unattended, on any road specified in Schedule 5, and includes stopping a vehicle to load or unload goods or merchandise, but does not include stopping a vehicle to set down or pick up passengers.

PART 3

MISCELLANEOUS

7        Savings

(1)     Article 4 does not apply to any vehicle while it is being used for fire brigade, ambulance, police or other emergency purposes.[16]

(2)     Article 4 does not apply –

(a)     so as to prevent a public service vehicle waiting on a part of any road which is authorized in accordance with Article 37 of the Motor Traffic Law, as a stand for public service vehicles;

(b)     to a vehicle waiting on any road while any gate or other barrier at the entrance to premises to which the vehicle requires access or from which it has emerged is being opened or closed, if it is not reasonably practicable for the vehicle to wait otherwise than on that road while such gate or barrier is being opened or closed;

(c)     to a vehicle waiting on any road on the express direction or with the specific permission of a police officer;

(d)     to a vehicle stopping on any road owing to the driver being prevented from proceeding by circumstances beyond the driver’s control or to a vehicle stopping in order to avoid an accident.[17]

8        Citation

This Order may be cited as the Road Traffic (St. John) (Jersey) Order 1982.

Both sides (from the entrance to the property known as “Bonne Nuit House” to the junction with Les Nouvelles Charrières de Bonne Nuit).

 

South side (from a point 177 yards east of its junction with La Rue de la Lande to a point 160 yards further east).

 

Both sides (from a point 377 yards east of its junction with La Rue de la Lande to its junction with Les Nouvelles Charrières de Bonne Nuit).

Grande Route de St. Jean

East side (from the northern boundary of the premises of Mauger’s Garage northwards for a distance of 90 yards).

Les Nouvelles Charrières de Bonne Nuit

Both sides (from the junction with Les Charrières de Bonne Nuit to the property known as “Le Nid”).

 

West side (between its junction with Les Charrières de Bonne Nuit and its junction with Bonne Nuit Harbour.

La Route du Mont Mado

East side (from a point 10 yards north of its junction with La Rue des Issues to a point 100 yards further north).

North side (from its junction with Rue de la Mare des Près to a point 135 yards further west).

 

South side (from a point 90 yards west of its junction with Rue de la Mare des Près to a point 35 yards east of that junction).

La Route du Nord

East side (from a point 10 yards north of its junction with La Route de St. Jean to a point 10 yards south of its junction with St. John’s Precinct).

East side (from a point 15 yards south of its junction with La Rue de L’Église to a point 5 yards further north).

La Rue des Landes

Both sides (from its southern junction with La Rue de L’Etocquet for a distance of 26 yards.

Rue de la Mare Ballam

South side (from the entrance to the Parish Hall eastwards for a distance of 47 yards).

Rue des Servais

Both sides (from its junction with Grande Route de St. Jean to the northern boundary of the property known as “Centre House”).

La Rouette de la Carrière

Both sides (from its junction with La Route du Mont Mado to its junction with La Rue de la Porte).

St. John Precinct

North side (from its junction with La Route du Nord eastwards for a distance of 22 yards).

South side (from its junction with La Route du Nord eastwards for a distance of 61 yards).
