To prevent and combat abuse of psychotropic substances and the illicit traffic to which it gives rise through the creation of rigorous measures to restrict the use of such substances to legitimate purposes whilst ensuring that their availability for medical and scientific purposes is not unduly restricted through universal action and co-operation.
