(Jersey) Order 2011

THE MINISTER FOR TRANSPORT AND TECHNICAL SERVICES, in pursuance of Articles 62,
63, 64 and 84 of the Road Traffic (Jersey) Law 1956[1], and after consultation with the
Connétable of St. Helier, orders as follows –
1 Road
Traffic (St. Helier) (Jersey) Order 1996 amended
(1) The
Road Traffic (St. Helier) (Jersey) Order 1996[2] is amended as set out in
this Order.
(2) Accordingly,
a reference in this Order to an Article or Schedule by number is a reference to
the Article or Schedule of that number in the Road Traffic (St. Helier)
(Jersey) Order 1996.
2 Article 4
amended
After Article 4(3) there is added the following
paragraph –
“(4) A vehicle shall be driven so
as to make a left-hand turn only from the exit of a car park specified in the
first column of Part 4 of Schedule 2 into a road specified opposite
that car park in the second column of that Part.”.
3 Article 6
amended
In Article 6(5) for the words “Part 1, 2, 3A”
there are substituted the words “Parts 1, 2, 3, 3A, 3B”.
4 Article 10
amended
In Article 10(1), after sub-paragraph (b) of the
definition of “parking” there are inserted the following
sub-paragraphs –
“(ba) between the hours of 9 a.m. and
10 p.m. on any day, on any road specified in Part 1A of
Schedule 8;
(bb) between the hours of 9 a.m. and 10 p.m.
on any day, other than a Sunday, on any road specified in Part 1B of
Schedule 8;”.
5 Article 20
amended
(1) In
Article 20(1) after the words “Part 3A,” there is
inserted the word “3B,”.
(2) In
Article 20(2) –
(a) after
the words “Part 3A” where they first appear there is inserted
the word “3B,”;
(b) after
sub-paragraph (a) there is inserted the following
sub-paragraph –
“(ab) in respect of a road specified in
Part 3B, at any time between the hours of 8 a.m. and midnight on any
day – 10 minutes;”.
(3) In
Article 20(4) after the words “Part 3A” there is inserted
the word “3B,”.
6 Article
21 amended
In Article 21(1) and (2) after the words “Part 3A,”
in both places where they appear there is inserted the word “3B,”.

amended
In Article 21A(1) for the words “3, 3A, 4, 5, 6,” there
are substituted the words “3, 3A, 3B, 4, 5, 6,”.

28 amended
In Article 28 –
(a) for
the definition “Cheapside Zone” there is substituted the following
definition –

paragraph (e) there is added the following paragraph –

11 Article 30 amended
In Article 30 –
(a) in paragraph (1), after the words
“that vehicle” there are added the words “for the zone in
which that person resides”;

which that business operates”.

For Article 39(1) there is substituted the following

“(1) Subject to Article 29D
and the conditions prescribed in paragraph (2), a vehicle may be
parked –
(a) on a road specified in the first and second
columns of the table in Part 1 of Schedule 10; or
(b) on the area marked on the surface of a
footway or cycle track specified in the first and second columns of the table
in Part 2 of Schedule 10,
during the time specified in
the fourth column of that table only for the purpose of being loaded or
unloaded in connection with a trade or business carried on in the
