Road Traffic
(Grouville) (Jersey) Order 2002
THE ENVIRONMENT
AND PUBLIC SERVICES COMMITTEE, in pursuance of Articles 62
and 84 of the Road
Traffic (Jersey) Law 1956 and after consultation with the
Connétable of Grouville, orders as follows –

PART 1
PRELIMINARY
1 Application
This Order applies to the
roads in the parish of Grouville.
2 Interpretation[1]
In this Order, unless the
context otherwise requires –
“Connétable”
means the Connétable of Grouville;
“displayed”,
in respect of a vehicle, means displayed –
(a) against
the internal face of the windscreen of the vehicle or, if the vehicle has no
windscreen, at a convenient place on the left or near side of the vehicle; and
(b) in a
manner so as to be distinctly seen by a person from outside the vehicle;
“Motor Traffic Law”
means the Motor
Traffic (Jersey) Law 1935;
“parking disc”
means a disc issued by a Connétable that is composed of 2 pieces of pale
yellow cardboard that enclose 3 red cardboard discs each pivoted about its
centre on which are printed figures that can be revealed through
3 apertures cut into one of the pieces of yellow cardboard with the left
hand aperture being capable of indicating an hour, the centre one tens of
minutes, and the right hand one a minute;
“road”
includes part of a road.
PART 2
TRAFFIC CIRCULATION
3 One-way
traffic
(1) A
vehicle being driven on a road specified in column 2 of Schedule 1 must
travel in the direction specified in column 3 unless it is a vehicle specified
in column 4.[2]

4 Prohibition
of waiting and stopping
(1) A
vehicle must not wait on a road specified in Schedule 2.[4]
(2) A
vehicle must not wait on a road within 10 yards of its junction with
another road.[5]
(3) A
vehicle, other than a public service vehicle of the appropriate class, must not
stop on a part of a road that is authorised under Article 37 of the Motor
Traffic Law.[6]
(4) A
vehicle must not wait on a part of a road that has been designated as a no
waiting area to allow access to premises from that part of that road.[7]
(5) “Wait”
in this Article does not include to stop a vehicle to set down or to pick up
passengers.
5 Driving
and stationing of certain vehicles
(1) A
char-à-banc must not be driven on a road specified in Schedule 3, Part 1
except with the Connétable’s written permission or on the express
direction of a police officer.[8]
(2) A
char-à-banc must not be stationed on a road except with the
Connétable’s written permission.[9]
(3) A
vehicle the overall width of which exceeds 6 feet 6 inches must not
be driven on a road specified in Schedule 3, Part 2.[10]
(4) A
vehicle the overall width of which exceeds 6 feet 6 inches, not being
an omnibus, must not be driven on a road specified in Schedule 3, Part 3.[11]
(5) A
cab must not be stationed on a road except on the express direction of a police
officer.[12]
(6) Paragraph (5)
does not apply to the stationing of a taxi-cab on a taxi rank as defined in the
Motor Traffic (Cabs
– General) (Jersey) Order 2021.[13]
(7) In
this Article, “cab”, “char-à-banc” and
“omnibus” have the same meanings as in the Motor Traffic Law.
6 Prohibition
or restriction of turns[14]
(1) A
vehicle must not be driven so as to make a right-hand turn from a road
specified in column 2 of Part 1 of Schedule 4 into the road
specified in column 3 of Part 1 of that Schedule.[15]
(2) A
vehicle must not be driven so as to make a right-hand turn from a road
specified in column 2 of Part 2 of Schedule 4 into the road
specified in column 3 of Part 2 of that Schedule between the hours of
8.00 am and 9.00 am, and between the hours of 2.30 pm and
3.30 pm, on any day other than a Saturday or Sunday.[16]
7 Closing
of roads to through traffic[17]
A vehicle must not be
driven on a road specified in Schedule 5, except to or from land that has
a means of vehicular access from that road.
8 Parking
of vehicles displaying parking discs[18]
(1) A
vehicle must not be parked on a road specified in Schedule 6 unless a
parking disc showing the time the vehicle was parked is displayed on the
vehicle when it may be parked on the road –
(aa) in the case of a
road specified in Part A1 of the Schedule, for up to 3 hours from
that time;
(a) in
the case of a road specified in Part 1 of the Schedule, for up to one hour
from that time; or
(b) in
the case of a road specified in Part 2 of the Schedule, for up to
20 minutes from that time.[19]
(2) A
vehicle that has been parked on a road in accordance with paragraph (1) must
not be moved directly to another part of the same road and parked there.[20]
(3) In
this Article “parked on a road”, in respect of a vehicle (other
than a bicycle not propelled by mechanical power), means left on the road,
whether attended or unattended –
(a) in
the case of a road specified in Part A1 or 1 of the Schedule, between the
hours of 8.00 am and 5.30 pm on any day other than a Sunday; or
(b) in
the case of a road specified in Part 2 of the Schedule, between the hours
of 8.00 am and 9.00 pm on any day, and includes a vehicle stopped to
load or unload goods or merchandise, but does not include a vehicle stopped to
set down or pick up passengers.[21]
9 Duration
of parking on certain roads[22]
A vehicle must not be
parked on a road specified in Schedule 7 for a total period exceeding 12 hours
in any continuous period of 24 hours.
9A Restriction
on parking for period exceeding 7 days with no return for 24 hrs[23]
A vehicle must not be
parked on a road specified in Schedule 8 for a continuous period exceeding
7 days and, if removed, must not return to park on that road within a
period of 24 hours after being removed.
10 Display
of parking disc[24]
A person required by this
Order to display a parking disc on a vehicle parked on a road must
not –
(a) display
more than one parking disc on the vehicle;
(b) indicate
on the parking disc a time different from that at which the vehicle was parked;
(c) alter
the time of arrival indicated on the parking disc while the vehicle is parked
on that road.
PART 3
MISCELLANEOUS
11 Savings[25]
Article 4 does not
apply –
(a) to
a vehicle being used for fire brigade, ambulance, or other emergency purposes;
(b) to
a public service vehicle waiting on a part of a road that is authorised in
accordance with Article 37 of the Motor Traffic Law, as a stand for public
service vehicles;
(c) to
a vehicle waiting on a road while a gate or other barrier at the entrance to
premises to which the vehicle requires access or from which it has emerged is
being opened or closed, if it is not reasonably practicable for the vehicle to
otherwise wait;
(d) to
a vehicle waiting on a road on the express direction or with the specific
permission of a police officer;
(e) to
a vehicle that has stopped on a road because its driver is unable to proceed by
circumstances beyond the driver’s control;
(f) to
a vehicle that has been stopped on a road to avoid an accident.
