A LAW to regulate the removal of
sand, stone, gravel, shingle, clay or loam

1 General prohibition
(1) No person shall, except
under and in accordance with the terms of a licence granted by the Minister for
the Environment –
(a) take
or remove any sand, stone, gravel, shingle, clay or loam from any sea beach in Jersey;
(b) quarry,
extract or remove any stone from any rocks forming part of the coasts of Jersey
or from any rocks situated in the territorial sea
adjacent to Jersey.[2]
(2) Any licence under paragraph (1)
may be granted subject to such conditions as the Minister for the Environment
may think fit to impose.[3]
2 Saving[4]
Notwithstanding the provisions of Article 1, the Minister for Sustainable Economic Development may
cause to be removed any sand, stone, gravel, shingle, clay
or loam from within any harbour in Jersey, or the approaches thereto.
3 Penalties
Any person who acts in contravention of the provisions of this Law
or who fails to comply with the conditions of any licence granted under Article 1,
shall be liable to a fine or, in the case of a second or subsequent conviction,
to imprisonment for a term of one month and to a fine.[5]
4 Citation
This Law may be cited as the Sea Beaches (Removal of Sand and Stone)
(Jersey) Law 1963.

Law has been amended by the States of Jersey (Amendments and Construction
Provisions No. 3) (Jersey) Regulations 2005. The amendments replace all
references to a Committee of the States of Jersey with a reference to a
Minister of the States of Jersey, and remove and add defined terms
appropriately, consequentially upon the move from a committee system of
government to a ministerial system of government
